HK gov $4,000 cash handout a waste of money?

HK gov is giving away $4,000 cash to 2.8 million citizens (total $11 billion). Is this really a good use of surplus money? Surely $11 billion could be put to better use.

$4,000 is 2 weeks worth of work at minimum wage.

Seems a overly cumbersome and bureaucratic task to assess who will be the recipients.  Jobs for the boys maybe.

Though there are many to whom $4,000 is a large sum what can be achieved by handing it out as a one-off payment is less certain.

I think it's more a question of the government balancing its books by topping up the accounts of those not entitled to tax or rates rebates.
