AFAIK, They only do this when there is a complaint. It is very obvious that  many outdoor units of split type AC are installed in a location other than the AC aperture for window type AC. Maybe it is in the survey report if your estate is due for external renovation.

I believe the Building Department needs to keep up with the times and technological development.

Window units are energy inefficient and hence goes against the principle of conserving energy policy in this city.

CM should identify where compressor unit of these split type AC can be installed and submit to Building Department for assessment and approval. This would basically solve a lot of issues and to and fro complaints.

The only location that CM will approve is the AC aperture if you are replacing a window type AC to a split type. The height allowance of the aperture is the limiting factor. The brand and model choices are limited specially if you are installing an inverter type with both cooling and heating function. Many contractors/renovators have made use of the AC aperture as an extra source of ventilation and illumination and relocate the outdoor unit of the split type AC that makes it UBW.
