Has Texas climate changed

I've read a couple of articles that claim that Texas climate is undergoing a permanent aridification, that this hot and dry weather is here to stay. If this is the case, I have to wonder about the ongoing health of Texas as an economic power. Much of Texas' climate relies on cattle and agriculture, and the changing climate is hitting these industries hard. The reduction in rainfall is also putting an economic strain on municipalities all over Texas as they struggle to provide enough water for their residents.
