Hiking Trail above La Serene no longer public

I walked up the hiking trail above La Serene this morning, just to find a sign saying that this trail is private property and not a hiking trail or common area of estate. I am really wondering how this could have happened as I clearly remember that the permission tagged on the hoarding when all the construction over there started one year ago, mentioned it was subject to leaving enough space (1.5 metres minimum) for bypassing hikers.
Does anyone know if this correct and how it could happen that a public area all in a sudden is turned into private property ?

The road was always marked as private. Back in the days when there was a nice hiking trail around the golf course, the road from La Serene was more popular and the old sign was damaged, possibly by enthusiastic hikers bumping into it.

I don't recall seeing the permission sign that you mention.
